They are firm, but I wouldn't call them "hard".

These pads are filled with highly durable foam, which makes them softer than an average heavy bag but firmer than sparring gear type dipped foam.

i agree that they are not as firm as some leather ones i have owned but are not like a heavy kick shield. I owned a Chinese pair (from inside china not just sold to the west) that were super dense like kicking wood with foam around it. this pair has some give to it but you would be hard pressed if they were to bend in the middle.
